If democracy is not entirely “government by discussion,” it is certainly government by discussion in part. Perhaps not accidentally, these developments have been accompanied by a recent inclination in democratic theorizing to place aspects of communication-deliberation and discussion-at the center of politics (e.g. Since Lippmann's time, advances in education have dramatically lowered cognitive barriers to political enlightenment, and thanks to the invention and rapid diffusion of electronic media, information about politics has become vastly more accessible.
